EnvErgo | Identify Environmental Constraints in Just 2 Minutes

Working in urban planning and construction often means navigating a true maze: environmental regulations. Whether you're a project manager, architect, or head of a design office, you’re likely familiar with the struggle — getting lost in a jungle of rules and requirements. The result? Delayed timelines, rising costs, and unexpected compliance issues.
The numbers speak for themselves: nearly 1 in 4 projects that could be subject to the Environmental Code fail to meet their obligations. Not due to negligence, but simply because the regulations are complex and often poorly understood.
That’s precisely why the French Ministry for Ecological Transition and Territorial Cohesion created EnvErgo — a free public tool designed to make your life easier by integrating environmental constraints from the very first stages of your project. OOTI breaks down how this platform can help.
EnvErgo | Your New Compass in the Regulatory Maze
Amid growing environmental regulation complexity, you're likely searching for a way to avoid nasty surprises. EnvErgo is your new ally. This online public service, developed by the Ministry for Ecological Transition, is aimed at professionals in architecture and planning.
Specifically designed for project owners — architects, developers, surveyors — and urban planning departments, EnvErgo turns what used to be a tedious process into a quick and simple one. Its main goal is to improve compliance with the Environmental Code in your development projects.
Its promise? To let you know within minutes which environmental regulations may apply to your project. No more last-minute discoveries that cause delays and additional costs. EnvErgo becomes your essential regulatory planning assistant — helping you anticipate project timelines and optimize delivery from day one.
A Detector of Environmental Constraints
At the heart of EnvErgo is its intuitive simulator, freely available online with no account required. In just a few clicks, you enter your project's location and the land area involved — whether it's newly developed or already built. The tool instantly provides a tailored, structured response.
The simulator identifies your obligations regarding several key regulations:
- The Water Law, crucial for impacts on wetlands, flood zones, and stormwater drainage
- Natura 2000, for the protection of natural sites
- SAGE (Water Development and Management Schemes) regulations
- Environmental assessments, especially section 39 relating to development
For each identified regulation, EnvErgo gives you a clear list of required actions, studies to carry out, procedures to follow, timelines, and the relevant administrative contacts.
A real-world example? A developer learned too late that his site was affected by wetland regulations under the Water Law — resulting in a €100,000 cost overrun due to redesign and additional studies.
Important note: the tool provides informative guidance and does not replace an official administrative decision. It's an educational resource to structure your planning and facilitate communication with the authorities.
Regulatory Review | Your Administrative Safety Net
Beyond the simulator, EnvErgo offers an additional regulatory review service. This feature is mainly used by urban planning departments when reviewing building or development permit applications.
The process is straightforward and efficient: the EnvErgo team analyzes your project and responds within 72 hours — with feedback that can be shared directly with the applicant. This proactive approach helps catch regulatory gaps that may have been missed earlier.
The impact is tangible: EnvErgo helps bring nearly 240 hectares of projects into compliance per year in the regions where it operates — reflecting a real shift in practices, especially among professionals less familiar with environmental law.
An Essential Tool for Your Future Projects
EnvErgo is more than just a tool — it’s a guide through the complex world of environmental regulation. By anticipating your obligations as soon as you begin sketching your project, you can avoid headaches, stay on budget and on schedule, and uphold your environmental values.
Already available in more than 55 departments, EnvErgo aims for nationwide coverage in France by 2026.
